题目:政府应该先发展道路还是发展汽车。

United States has constantly been known to the world as a country that lives on wheels; China distinguishes herself in terms of transportation as the kingdom of bicycles. While the major attention has been set upon the vehicles that carry with them the resources, materials and values, greater emphasis should be laid on the platforms that hold and sustain the possibility of communication and exchange, on the bridges that connect and enhance the dots from “here” to “there”, from “there” to “everywhere”, from past to present, from present to future, and on the channels that extend and expand themselves in various dimensions where a more effective and effecient transportation can be established between the imagination and destination, where a more productive and prosperous exchanges can be achieved across space and time. When the debating about highways construction VS transporting means is involved, when the financial resources is not unlimited for governments to spend, infrastructures upon expressway improvement and maintainance should be highly prioritized, from both pratical and sustainable perspectives.

Investment and sponsorship upon highway construction undoubtedly trigger the flourishement of export and import--the preliminary purpose of transportation. Stories have been heard through various medium about some parts of the world where prosperity has been brought by effective transporting system with upgraded roads and ways, but there are some parts of the world where not a single sign of prosperity has been seen, for the simple reason that even undying aspiration to get out or in never fails to begin with curiosity but ends with infeasibility. The savior lies in those pionners who stick to the suddenly inspired but stubbornly persisted mission to explore the world unknown based on conventional wisdom, who reveal, sometimes at a great cost, the unsolved mystery cut off from civilizations for hundreds or even thousands of years, and who have to try every means possible to convince the so-called outside world with the treasure samples collected, and if possible with greater luck, a treasure map so as to fulfill their destiny as courageous treasure hunters or passionate tourguides. With more tremendous number of travellers believing and following the revealed truth, wtih the marriage of curiosity and hospitality giving birth to tourism, and with related industries being gradually stimulated and systemized, the stronger faith for further exchanges both from within and far beyond tends to be motivated by instant benefits, guided by belief in potential opportunities, and realized by breakthrough of lanes, paths, roads, avenues and finally highways.

That is ususally not the complete picture upon this issue around this little blue planet, for in developed regions where road construction has been greatly advanced, enhancement upon public transportations such as buses and subways has been put on the government’s agenda. Policies and proposals of this sort might not be scientifically cost-effective. With limited resources, personnels, financal support, the government can only concentrate on one great project at a time,  and it echoese what London recently has done, which means it takes years for a tremendous number of vehicles are supposed to be developed and it takes years more to upgrade and advance those transporting means. As the trend continues, it would be too late for the government to have a shifting perspective upon infrastructure construction for it is the last stage at which the vehicle population has reached beyond the capacity of roads and highways, or congestions and traffic accidents have become inevitable due to overcrowded and overloaded roads and ways. Perhaps it is more optimisitic to look at the necessity of city construction that requires further attention and efforts to highway regeneration or expansion, under which circumstance, the project has to suffer due to the existing prosperity that the government has for years contributed to. The most scientific and sustainable strategy to cope with the problem mentioned above should be nothing but that the government continue to stress upon road construction and extension while encouraging non-governmental organizations to handle the vehicle research and development. Only through the mutual interaction between those two sectors, could it be possible for effectiveness and effeciency of transportation be achieved in a more sustainable and productive manner.

An analogy can be made between the road construction with vehicle developoment and veins or arteries with blood cells. A desirable condiction for a person to grow is to make sure every vein or artery to be smooth and clear before anything else is done, including consentration upon the transportation of blood cells. Similarly governmental continuous emphasis, particularly in terms of financial support, upon road construction may well serve as the key to unlock the world unknown, as the bridge to narrow the dispartiy shaped, and as the accelerator for bitateral and multi-lateral exchanges fulfilled. The detailed plans guided by the principle should be launched and carried out according to localized condition in different countries and areas.
