与政府签约负责开发这款名为“绿坝—花季导航”的过滤软件研发商为金惠计算机系统工程有限公司，目前该公司正在收集整理需要屏蔽的站点信息数据。
上面的报道中，filtering software 就是“过滤软件”，在这里特指用来 prevent computers from accessing sites with pornographic pictures or language(阻止电脑进入带有淫秽图片和文字的站点)的软件，这样一来，不良网站就会被 blocked(屏蔽)了。除了 filtering software，很多局域网都有 filtered server(服务器被过滤)，同一服务器下的电脑登录某些被屏蔽的网站就会受限。
不过，据说 filtering software 主要是针对 brand computer(品牌电脑)来说的，对于那些 DIY computer(攒机)用户来说，实施起来可能有些困难；没准有些电脑高手还能 disable the blocking(解除屏蔽)甚至 uninstall the software(将该软件卸载)呢。
