Currently the global financial crisis is still spreading and has not hit the bottom. Past experience shows each economic crisis is a test of economic development or even advance in civilization. The country that is able to grasp the main issue and address it in a scientific way will enjoy much more sound development at a higher level after the crisis. On the contrary, it may be trapped in a social crisis and even ruin the achievements of development.
按照一般规律，经济危机形势下的环境保护往往容易被忽视或放松。在当前应对国际金融危机严重冲击的情况下，也为我们探索环保新道路提出了新的课题。在应对危机过程中，还要不要加强环境保护，怎样加强环境保护？全世界都十分关注。胡锦涛总书记、温家宝总理、李克强副总理等中央领导同志对环境保护作出许多重要指示，强调指出要把应对这场危机看作调整产业结构、转变发展方式的机遇，看作推进环境保护事业发展的机遇，要求把加强环境保护、振兴环保产业作为克服金融危机的重要举措，把生态环境建设培育成新的经济增长点。
Generally, environmental protection is often put out of the window under the circumstance of economic crisis. This posed a new problem before us given the severe impact of current international financial crisis. While addressing the crisis, is it a must to strengthen environmental protection and how to do it? The whole world is setting eyes on it. Top leaders including Secretary General Hu Jintao, Premier Wen Jiabao and Vice Premier Li Keqiang have made quite a few important instructions on environmental protection, saying that we should turn the crisis into an opportunity to adjust industrial structure and transform the mode of development, an opportunity to promote environmental protection cause. They called on efforts to strengthen environmental protection and boost environmental industries as a major move to overcome the financial crisis and cultivate ecological development into a new source for economic growth.
今年以来我国经济运行出现一些积极变化，形势比预料的好，扩内需、保增长的一揽子计划已初见成效。但是，我国经济回升的基础还不稳固，内外部环境依然十分严峻。我们要积极做好有效应对的各项准备，从各个领域、各个层次研究解决环境问题，努力重塑危机后的发展方式。具体而言，要着重在以下几个方面进行深入探索和研究。
Since the beginning of this year, China’s economy has shown positive signs and the situation is better than expected. The stimulus package to expand domestic consumption and maintain economic growth begins to take effect. However, the foundation for an economic comeback is not solid enough and the overall environment home and abroad remains grave. We need to get prepared in all fields and at all levels for study and resolution of environmental issues, trying to reshape a mode for post crisis development. In particular, we need to make in-depth exploration and study in the following aspects:
(一)充分发挥环评制度的宏观调控作用。深化环评制度改革，实现从过去单纯注重环境问题向综合关注环境、健康、安全和社会影响转变，处理好服务与把关、当前与长远、效率与质量、宏观与微观的关系，开辟“绿色通道”，设置“防火墙”，拓宽领域，加强调控，强化验收，全程监管。
1. We should give full play to the role of environmental impact assessment system for macro regulation. Reform of environmental impact assessment system should be taken to change the focus on pure environmental issues to environment, health, safety and social impact. We should serve the people and keep check on projects, properly handling the relationship between short-term interest and long-term interest, efficiency and quality as well as macro and micro environment. Green channels and monitoring systems are among the things we should have to expand our services, strengthen regulation and check & acceptance and exercise whole-process supervision.
(二)深入研究主要污染物减排与环境质量改善的关系。着力把污染减排与改善环境质量紧密结合起来，积极探索减排目标着眼环境质量、减排任务立足环境质量、减排考核依据环境质量的责任体系和工作机制。通过污染减排，从总体上遏制环境污染加剧的趋势，逐步改善环境质量。
2. We should thoroughly study the relationship between reduction of major pollutants and improvement of environmental quality. A close link between pollution reduction and environmental improvement needs to be formed by exploring a responsibility system and work mechanism where the target and assignment of reduction and performance evaluation are all based on environmental quality. Hence, pollution reduction will curb the deteriorating trend of environmental pollution and help improve environmental quality gradually.
(三)继续创新让不堪重负的江河湖海休养生息的有效途径。坚持预防为主，防治结合，不断研究将“休养生息”政策全面渗透到重点流域经济社会发展各个方面各个环节的具体措施，推动重点流域污染防治，努力让江河湖海焕发生机和活力。
3. We will make continued innovation on the way to rehabilitate overloaded rivers and lakes. We will stick to the method stressing prevention while combing prevention and treatment and keep on studying concrete measures that enable the rehabilitation policy to be fully implemented in all aspects of social economic development of key river basins. Active promotion of pollution prevention and control in key river basins will call forth the vigor of rivers and lakes.
(四)切实统筹推进区域与城乡环境保护。尊重自然规律，进一步研究制定区域环境管理政策，落实全国生态功能区划配套政策措施，形成各具特色的发展格局。把城市环境和农村环境作为有机整体，坚持城乡环境保护协同推进，稳步推进农村环境综合整治，促进城乡环境质量全面改善。
4. We will take overall consideration of environmental protection in rural and urban areas. We should further develop regional environmental management policies based on the law of nature and implement supporting measures on national zoning of eco functions to create a development pattern with distinct features. Urban environment and rural environment should be taken as an organic whole while promoting environmental protection. We will steadily advance integrated improvement of rural environment and promote overall improvement of environmental quality in urban and rural areas.
(五)主动利用倒逼机制深化工业污染防治。应对国际金融危机冲击，为我们加快转变发展方式、调整产业结构提供了一个有力的倒逼机制。要研究制定推动重点产业振兴的“绿色”环保政策措施，构建全方位的污染防控体系，促进产业发展的速度、结构和效益相协调。大力发展循环经济，积极推行清洁生产，推动工业园区和工业集中区生态化改造和产业结构优化升级，引导传统产业走新型工业化道路。
5. We should take advantage of reversed transmission of pressure for easing monetary condition to deepen prevention and control of industrial pollution. Our effort to combat international financial crisis has provided an effective mechanism for us to accelerate the transformation of development pattern and industrial restructuring. We will examine and formulate environmental policies to promote rejuvenation of major industries, develop a full-fledged pollution control system to facilitate balanced development among the pace of industrial growth, its structure and benefits. Efforts are needed to boost the development of circular economy and clean production, stimulate green reform of industrial parks and industrial clusters and upgrade industrial structure to guide traditional industries to a new path to industrialization.
(六)进一步发展壮大环保产业。环保产业是加大污染防治力度、腾出和扩大环境容量、促进经济可持续发展的支撑产业，是形成直接生产力、创造绿色物质财富的重要产业，是有市场有潜力有前景的战略性新兴产业。要采取有效手段，推进环保产业全面升级，尽快形成一个门类齐全、装备先进、富有活力的环保产业体系。
6. We will further develop environmental protection industries. Environmental protection industries are the pillar of the campaign for strengthening pollution control, expanding environmental capacity and promote sustainable economic development. They are important strategic industries to form direct productive forces and create green wealth with great market potential. We should take effective measures to push through overall lift of environmental industries and speed up the formation of a diversified and vigorous industrial system equipped with advanced technologies.
(七)通过市场机制完善环境经济政策。完善反映市场供求关系、资源稀缺程度、环境损害成本的生产要素和资源价格形成机制，积极推动出台有关环境经济政策，综合运用财政、税收等多种经济手段，充分发挥市场经济规律的作用，逐步建立企业保护环境的激励机制和约束机制，使企业污染治理成本内部化，减少环境保护对行政手段的过度依赖。
7. We will improve environmental economic policies through market mechanism. We will improve mechanism for factors of production and pricing of resources that reflect market demand and supply, scarcity of resources, and cost of environmental damage. By introducing environmental economic policies and applying multi economic instruments such as finance and taxation, the role of market economy will be brought into full play. Incentives and restraint mechanism for corporate engagement in environmental protection will be gradually set up to internalize pollution control cost and reduce over dependence on administrative measures for the purpose of environmental protection.
(八)建立健全环境保护长效机制与可持续发展体制。构建政府、企业、社会相互合作和共同行动的环境保护新格局，强化政府责任，明确企业是污染防治主体，鼓励和引导全社会共同参与，探索建立生态补偿和环境污染损害赔偿等制度。
8. We will establish and improve an enduring effect mechanism and sustainable development system for environmental protection. A new situation is to be created featuring cooperation and joint actions of government, enterprises and communities. Government responsibility is strengthened and the role of enterprises is defined as the major force to control pollution. The entire community is encouraged to participate in environmental protection and explore systems such as eco compensation and compensation for damage of environmental pollution.
(九)有序推进资源节约型、环境友好型社会建设。以“两型”社会综合配套改革试验区建设为契机，推动环境问题在重点领域和关键环节率先突破，走出一条低投入、高产出、低消耗、少排放、能循环、可持续的发展道路，形成有利于节约资源和保护环境的体制机制，为探索环保新道路积累经验、创造模式，发挥示范和带头作用。
9. We will carry out the effort to build a resource-efficient and eco-friendly society in a systematic manner. Taking the opportunity of making trial reform in some districts, we will try to solve environmental problems first in key areas and links and work out the way to sustainable development hailed by cost-effective, low consumption and emission and recycling benefits. Mechanisms favoring resource conservation and environmental protection will help us to accumulate experience in our exploration of the new path and creation of a new development mode and lead the way to sound environment.
环境保护事业崇高，责任重大，使命光荣。让我们坚定信心，同心协力，锐意进取，以建设生态文明为指导，不断探索中国特色环境保护新道路，让祖国的天更蓝、地更绿、水更清，为经济社会全面协调可持续发展做出新的更大贡献。

Let’s stay firm and join hands to make constant exploration of the new path to environmental protection with Chinese characteristics under the guidance of ecological civilization. We will work hard for a clearer sky, greener land and cleaner water, and make greater contributions to a balanced and sustainable development of social economy
