It’s World Environment Day today. It is my pleasure to meet all the leaders, experts and scholars, discussing and exchanging ideas on exploring a new path to environmental protection with Chinese characteristics, which is both necessary and significant. On behalf of Ministry of Environmental Protection, I would like to express my warmest welcome to all the leaders and guests attending this forum and my cordial appreciation to people from all walks of life that support and promote environmental protection cause.
党中央、国务院高度重视环境保护，提出了一系列重大的战略思想和战略举措，其中最杰出的贡献之一就是，以马克思主义中国化的最新理论成果——科学发展观为指导，立足经济增长的资源环境代价过大的严峻现实，鲜明地提出了生态文明建设。党的十七大第一次把建设生态文明作为一项战略任务确定下来，提出要基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式，推动全社会牢固树立生态文明观念。去年9月，胡锦涛总书记首次把生态文明建设提升到与经济建设、政治建设、文化建设、社会建设并列的战略高度，作为建设中国特色社会主义伟大事业总体布局的有机组成部分。建设生态文明是深入贯彻落实科学发展观的应有之义，是避免走发达国家先污染后治理老路的重要抉择，是走生产发展、生活富裕、生态良好的文明发展道路的必然要求。建设生态文明的提出，是中国特色社会主义道路探索实践上的新飞跃，也是认识、把握和利用环保工作规律的新飞跃，标志着我国社会主义进入了以经济建设为中心，把建设生态文明提到更加突出地位这一新的发展阶段。
The CPC Central Committee and the State Council pays high attention to environmental protection. They have raised a series of important strategic thoughts and measures, the most outstanding one of which is to uphold Scientific Outlook on Development, the latest theoretical result of Marxism in China, and put forward the requirement of building ecological civilization based the grave reality that China’s economy grows at excessive expense of resources and environment. The first meeting of the 17th Congress of the CPC defined, for the first time, building ecological civilization as a strategic task, proposed to create a resource and energy-efficient and eco-friendly industrial structure, economic growth pattern and consumption pattern and called on the whole society to promote ecological civilization. Last September, Secretary General Hu Jintao pointed out for the first time that promoting ecological civilization should be regarded as important as economic, political, cultural and social development, which was an integral part of the master plan for building the great cause of a socialist society with Chinese characteristics. Promoting ecological civilization is a justification for implementing Scientific Outlook on Development, a crucial decision for avoiding the roundabout course of "pollution first, treatment afterwards", as taken by developed countries, and a necessity of benign development featuring robust economic growth, comfortable life and sound eco environment. As a leap forward in the exploration of a socialist society with Chinese characteristics, the concept of ecological civilization is also a new leap in understanding, grasping and using the rule of environmental protection, which ushers us to a fresh stage of development centering economic development and stressing more on the building of ecological civilization.
生态文明作为人类文明的一种形态，以把握自然规律、尊重和维护自然为前提，以人与自然、人与人、人与社会和谐共生为宗旨，以资源环境承载能力为基础，以建立可持续的产业结构、生产方式和消费模式为内涵，以引导人们走上持续和谐的发展道路为着眼点，强调人的自觉与自律，人与自然环境的相互依存、相互促进、共处共融。建设生态文明，是长期艰巨的过程，不会一蹴而就，也不会一劳永逸。
As a form of human civilization, ecological civilization is established under the premise of our knowledge of the rule of nature, respect and conservation of nature. It aims to realize harmonious co-existence between man and nature, among human beings, and between man and society based on the carrying capacity of environment. This concept focuses on creating sustainable industrial structure, production and consumption mode and starts with the guidance toward a sustainable and harmonious development course. It highlights man’s consciousness and self-discipline and the mutually dependent and complementary relationship between man and nature. This will be a long-standing and formidable process, neither accomplished overnight, nor guaranteed once and for all.
生态文明既是理想的境界，也是现实的目标。积极建设生态文明，努力促进人与自然和谐，是经济社会发展全局赋予环境保护工作最重要最根本的时代重任，是推进环境保护历史性转变的目标指向，是新时期环境保护事业的灵魂所在。我们必须坚持用建设生态文明的战略眼光、战略思维和战略手段，来审视、谋划、解决我国突出的环境问题，摸索出一条代价小、可持续的环境优化经济发展的路子。就是说，坚持以建设生态文明为指导，积极探索中国特色环境保护新道路。
