为鼓励和资助已在华完成本科或本科以上学历教育，被录取继续攻读高一级学历的品学兼优的留学生，或已在读的硕士和博士优秀研究生完成其学业，中国教育部设立“优秀外国留学生奖学金”项目。2006/2007学年度提供50个全额奖学金名额。由国家留学基金管理委员会(以下简称“留学基金委”)负责此项目的申请受理、评审录取和管理工作。 一、招生类别及奖学金期限 1、硕士研究生：1 - 3年 2、博士研究生：1 - 4年 二、申请途径和申请时间 1、如申请人在已就读学校继续深造，须通过学校推荐，向留学基金委提出申请。 2、如申请人从已就读学校毕业并报考新的学校继续深造，须通过毕业学校和录取学校同时推荐，向留学基金委提出申请。 3、留学基金委暂不接受在中国教育部规定的，接受中国政府奖学金来华留学生的高等学校以外学校就读的申请人的申请。 4、申请时间截止为2006年5月31日 三、申请人资格 1、 申请人须为已在华就读的外国留学生，身体健康； 2、申请人须是在学期间各科成绩优异，品学兼优且于毕业当年被录取或已在读的硕士或博士研究生。 3、攻读硕士学位者，年龄不超过35周岁；攻读博士学位者，年龄不超过40周岁。 四、奖学金内容、标准 该项奖学金全部为全额奖学金，包括：学费、基本教材费、住宿费、生活费、门诊医疗费和中国政府奖学金来华留学生综合医疗保险。 1、 奖学金生活费由学生所在学校按月发给学生本人，标准为（人民币/月）： 硕士研究生：1,100元（人民币） 博士研究生：1,400元（人民币） 2、 门诊医疗费是指：学生在学校医院或学校指定的医院就医的日常门诊费用。学生本人需按学校有关规定自行支付一定比例的费用。 3、 中国政府奖学金来华留学生综合医疗保险是指：由中国教育部为在华奖学金生所投付的医疗综合保险。学生因大病住院或发生人身意外伤害所支付的费用，学生所在学校可持费用收据到投保的保险公司按照其有关赔付条款，要求其赔付相关费用。 4、 如奖学金获得者需从毕业院校转往录取院校，城市间交通费自理；原享受中国政府奖学金提供国际旅费的学生如获该项奖学金继续在华学习，国际旅费将延长至学习结束时一次性提供，在华期间如因故回国，旅费自理。 五、申请材料 申请人必须如实填写和提交以下申请材料（均为一式两份）： 1、《优秀外国留学生奖学金申请表》（留学基金委统一印制）。申请表可从学校领取，亦可从留学基金委网站上下载打印：http//www.csc.edu.cn）； 2、本科或硕士学历证明（毕业证书和学位证书）的复印件，或最高学历证书的复印件。如申请时尚未取得毕业证书或学位证书，需提供学校留学生主管部门出具的证明信。 3、硕士或博士研究生录取通知书复印件，或研究生在读证明（申请时如尚未取得录取通知书，需提供学校研究生主管部门及留学生主管部门出具的证明信）； 4、在中国高等学校学习期间的成绩单； 5、学习计划（须写明对所学专业的认识及继续就读的学习计划；申请硕士不少于1000字；申请博士不少于2000字）； 6、申请人就读学校和两名导师的推荐信； 7、申请人所属国驻华使馆出具的，同意申请人申请该项奖学金并说明未将其纳入两国官方互换奖学金计划名额的官方照会； 8、其他材料（所发表的文章或学术成果等）。 上述申请材料由推荐学校于2006年5月底前寄达留学基金委。留学基金委不受理个人申请。 六、录取及通知 留学基金委负责组织对申请人的申请材料进行评审，并于7月底前将《优秀外国留学生奖学金批准书》通过学校颁发给获奖者本人。 注：获得“优秀外国留学生奖学金”者在华学习期限不予以延长。 七、国家留学基金管理委员会联系方式 地址：中国 北京 复兴门内大街160号 100031 电话：0086-10-66413253, 66414265，66413132 传真：0086-10-66413255 E-mail: laihua@csc.edu.cn 网址：Http://www.csc.edu.cn APPLICATION PROCEDURES FORDISTINGUISHED INTERNATIONAL STUDENTSSCHOLARSHIP The Distinguished International Students Scholarship was established by the Ministry of Education of China to sponsor outstanding international students who have finished their bachelor’s or master’s education in China and have been enrolled by designated Chinese institutions as Master’s or Doctoral candidates or are now carrying out their Master’s or Doctoral studies in those institutions (there are 50 full scholarships for academic year 2006/2007). China Scholarship Council (hereinafter referred to as CSC) is responsible for the application, evaluation and management of the scheme. Categories of Applicants and Duration of ScholarshipMaster degree students: 1-3 academic yearsDoctoral degree students: 1-4 academic yearsApplication 1. If applicants continue their study in the present institutions, they are required to submit their applications to CSC via the institution’s recommendation.2. Applicants for master degree studies must be under the age of 35, and applicants for doctoral degree studies must be under the age of 40. Details of the ScholarshipThis kind of scholarship is full scholarship, which covers tuition fee, fee for basic learning materials, accommodation, living allowance, fee for outpatient medical service, comprehensive medical insurance plan of foreign students in China, a one-off settlement subsidy and a one-off inter-city travel allowance.1. Living allowance is monthly paid to the students by the institution at the following rates (CNY yuan per month):Master degree students: CNY 1,100 yuanDoctoral degree students: CNY 1,400 yuan2. Fee for outpatient medical service refers to the out-patient expense generated in the institution’s hospital or the hospitals appointed by the institutions.
